Automatic switch-over to V/f without encoder as emergency operation

Functional description
In order to avoid impermissible motor movements in the case of an open encoder circuit in a motor control type with feedback, an internal switch-over to V/f without encoder is effected. This can be configured via C02864/001 bit08:
0 = V/f emergency operation in the case of an open encoder circuit (default)
1 = no V/f emergency operation in the case of an open encoder circuit
This has no impact on the setting in C00006.
For the 2-track HTL and SSI speed feedbacks, definite detection of an open circuit is not possible, and there is no switch-over to emergency operation in the event of an error.
