MF LEDs of I/O modules are on, EtherCAT does not change to Operational (corrected from 1A.40)

Behaviour of new version:  
Error no longer detectable.

What happens?
The MF LEDs of the I/O compound modules, connected to the I/O 1000 EtherCAT bus coupler module are permanently red.

The controller logbook indicates the following error message for the bus coupler:
 "EPM_S130 (1009): Slave init command WKC error -  command: FPWR"

The EtherCAT master cancels the initialisation phase with the following error message:
"Up-download manager is stopped because of error"

The EtherCAT bus does not change to Operational.

When does this behaviour occur?
If an I/O 1000 bus coupler module is connected to the EtherCAT of the Lenze controller, the above-described behaviour may sporadically occur when the device is switched on.
 
Which products are concerned?
L-force controller 3200 C from V3.6
L-force controller p500 from V3.6
EPM-S130 (I/O 1000 EtherCAT bus coupler module)
 
Short-term measures:
  1. Switch the mains for the I/O 1000 EtherCAT bus coupler module. 
  2. Then, restart the Lenze controller. 
Evaluation/recommendations:

When switching on a system with Lenze controllers and I/O 1000 EtherCAT bus coupler, the EtherCAT sporadically does not change to Operational. Process data cannot be exchanged between controller and EtherCAT nodes.
