L_FCNT sets the bEqual_b output although the comparison value is not reached (elimination)

Eliminated function restriction:
While the Hold function is activated the bEqual_b output of the L_FCNT function block is only TRUE if the nOut_a output value corresponds to the comparison value at the nCmpVal_a input. If this is not the case the output value can be incremented or decremented via the inputs bClkUp_b and bClkDwn_b.
