Response of the new version:
Login without online change is possible, even when absolute addresses have been manually entered in the '...I/O Mapping' tab.
What happens?
Although no code was changed, login is only possible with an online change.
When does this behaviour occur?
The behaviour may occur if the absolute addresses of inputs/outputs were manually entered in the '...I/O Mapping' tab. Such inputs/outputs are marked with an "M":

Short-term measures:
Do not use manual address assignments but assign variables in the I/O Mapping to the corresponding channels/absolute addresses.
Evaluation/recommendations:
When establishing a connection between controller and PLC Designer, a message appears informing the user that the project has been changed and login is only possible with online change. The message appears because absolute addresses were changed manually in the '...I/O Mapping' tab.
