L_MC1P_AxisBasicControl: Continous Update does not work for MoveVel if xMoveVelExecute=FALSE (corrected from V3.13.0)

Response of the new version:
Setpoints are continuously updated, even if xMoveVelExecute=FALSE.

What happens?
With L_MC1P_AxisBasicControl, setpoint changes are not continuously updated for MoveVelocity.

When does this behaviour occur?
The behaviour occurs if Continuous Update is activated (xContinousUpdate=True), but xMoveVelExecute is set to FALSE.

Short-term measures:
Do not set the xMoveVelExecute input to FALSE as long as setpoint changes are to be accepted.
