L_MC1P: New status signal (xAxisAvailable) for AxisRef data is updated and valid (from V3.13.0)

Function extension:
New implementation of the 'xAxisAvailable' status bit.
'xAxisAvailable' = TRUE:

Initialisation has been completed and
the AxisRef data has already been updated

Only if the 'xAxisAvailable' status bit is set, the AxisRef data is available and can be read out via the application.

Application:
After switching on the controller and completion of initialisation, the current axis parameters (AxisRef data structure) shall be read out.
