Deactivation of the motor phase failure monitoring by C599=100%

Functional description
The permissible value range of the parameter C599 'Motor phase failure threshold' has been extended from 1…10% to 1…100%. This renders deactivation of the monitoring function during operation with the setting C599=100% possible. Monitoring before the operation (test signal after controller enable) remains active.
