Loading the ramp function generator from the process controller (elimination)

Eliminated function restriction
By setting bLoadAct of function block L_WndProcessCtrl to TRUE, the actual value of the controller is loaded into the ramp function generator, the low pass filter and the derivative component. Thus the control difference is zero and the I-component of the controller is kept. As a result, the correct functionality of the process controller is given.
