Function description

If a project is opened as project an error message will not be generated if the PLC_PRG is missing.
If the library is stored it will automatically be saved as library again and not as project.
If a PLC_PRG is available when saving as library the library can be generated though.
Visualisation objects can be stored in libraries.
The list of libraries used in a library is also stored in the library. When inserting libraries into a project this list is added before.
Libraries and function blocks are only transferred to the control when being used (called up) in the project (selective inserting).
