OPC-UA: Changed data type when accessing TIME variables

Function extension:
The data type TIME is no longer transmitted as UINT32 data type during an OPC-UA connection, but now as INT64 data type. Due to the extension, the data type must be adapted to INT64 when using the TIME data type, e.g. in a visualisation.
This change does not lead to any incompatibilities within the PLC project.
