L_CanGetRelocCobId function does not return the set value (elimination)

Eliminated function restriction
The L_GetRelocCobId function returns the position of the free identifier area provided for data reception which has been set via the L_CanInit function.

Note:
In case of PLC target systems with version 6.0 and higher the L_GetRelocCobId function is no longer important. It is only included in the LenzeCanDrv.lib library for compatibility reasons.
