L_CanPdoReceive cannot receive data after Reset Communication (elimination)

Eliminated function restriction:
If the system bus interface is in the Operational state (C0359=0) the function block L_CanPdoReceive can receive CAN telegrams after the network management telegram Communication Reset has been received.
