Sending sync signals in the ¨Pre-Operational¨ state, too

Function description
If a sync transmitting cycle larger 0ms is set under code C0369 of the Drive PLC, the Drive PLC sends a sync signal with the defined cycle when being in the CAN state Operational (C0359=0) and Pre-Operational (C0359=1).
