Eliminated function restriction
Bit 31 is considered when changing the COB-IDs. This means that changing the COB-ID for the PDOs and Emergency is only permitted in the invalid state (Bit 31 = 1) or when being set in the valid state.
In contrast to the PDOs the Sync-COB-ID can only be changed if bit 30 is 0 (Sync is not sent).
