Response of the new version:
The new ApplicationTemplate Standard project template contains the device description V3.16.0.13 of the 3200C controller. This device description can be installed via the EASY Package Manager.
What happens?
When creating a new PLC project with the 'L_FAST_Standard' project template (Lenze Application Template),
the following dialog appears:
One or several libaries of the project could not be loaded. Please see the message window for more details.
The messages in the message window say that libraries could not be opened. Reason: The placeholder library could not be resolved.
In the device tree, a question mark in a red circle is indicated in front of the controller.
When double-clicking the controller in the device tree, the following note is displayed on the 'Device' tab:
The required device description is not installed. Parameter changes are restricted and some parameters may not be saved.
When opening the PLC project, the 'Project Environment' dialog appears
For the following devices currently used, newer versions are available:
3200C controller, current version: 3.15.0.15, recommended version: 3.15.0.16
When does this behaviour occur?
The 'L_FAST_Standard' project template contains the device description 3.15.0.15 of the 3200C controller. When the function restriction
Runtime exception when using L_EATP_ApplicationTemplate library V3.15.0.11 was removed, the device description of the controller was replaced by version 3.15.0.16. The device description 3.15.0.15 can no longer be installed via the EASY Package Manager. In the first behaviour described above, the device description 3.15.0.15 has not been installed on your PC. In the second behaviour, the device description 3.15.0.15 is already in the device repository of the PLC Designer.

Short-term measures:
Go to the 'Project Environment' dialog (menu command Project>Project Environment) and click <Set all to newest> and confirm your setting with <OK>.
Evaluation/recommendations:
When removing a function restriction, the device description of the 3200 C controller had to be updated. As a result, the above-described behaviour may occur. The function restriction can be removed by updating the controller in the PLC Designer project.
