Shorter Download Times via CAN to the 9400 Version 3

Which products are affected?
Engineer HighLevel 2.5 and StateLevel 2.5

Function description
The download speed via CAN has been increased by a factor of 3 compared to Engineer 1.5 by using CAN block transfer. So the download time has been reduced to only approx. thrice as much as the download time via Ethernet and the diagnostic adapter. This effect can only be achieved in combination with 9400 version 3.
