CAN 'Operational state' is not reached when node guardig is activated (corrected from V15.02.02)

Corrected from: 
- 9400 Highline Firmware as of V15.02.02 for units with a control card of the third revision (Rev3; C210/1 = 3x)
- 9400 PLC Firmware as of V09.02.02 for units with a control card of the third revision (Rev3; C210/1 = 3x)

No correction (V08.xx) is available for the 9400 Servo PLC with a control card of the second revision.

Response of the new version:
The CAN status 'Operational' can also be achieved with activated node guarding. 

What happens?
The CAN status 'Operational' is not reached in a stable way. A constant change between CAN status C359 = Operational and Pre-operational can be observed. No error is reported.
 
When does the behaviour occur?
The node guarding is activated and the CAN behaviour at error C625/0 = 0: State Pre-Operational.
 
Which products are affected?
- 9400 Highline Firmware as of V14.xx and a control card of the third revision (Rev3; C210/1 = 3x)
- 9400 PLC Firmware from V08.xx and a control card of the third revision (Rev3; C210/1 = 3x)

Short-term measures:
- Either deactivate node guarding
- or C625:0 = 1: no change of state
 
Evaluation / recommendations:
Node guarding should generally no longer be used. It is also recommended by the CiA organisation to use Heartbeat instead.
