Additional mode for the FCNT1 function block

Function description:
The FCNT1 function block has been added by the following mode: C1100/3 = 3 = '|counter content|=|FCNT1-CMP-VAL|'. (see screenshot at the end of this article)

Mode 3 works in the same way as described in the documentation for mode 2. In order to avoid functional incompatibilities with existing applications mode 2 is changed to mode 3 in the documentation. However, the function itself remains unchanged and is described accordingly. The counter in mode 2 is stopped.
