No, GDC cannot be used in combination with Vista since functions included in older Windows versions (Win XP, Win 2000, etc.) are no longer integrated into Vista.
The restrictions can be observed in the 8200 vector commissioning assistant, the online help and in combination with the remote maintenance components EMF 2180 and EMF 2181.
When GDC is started under Windows Vista a warning informing about the functions which are not available is indicated. This is the reason why there does not exist a general release for GDC and 'Windows Vista'.
