German-language GD Loader user interface after installation (elimination)

Eliminated function restriction
The language in which the L-force Loader is started after installation depends on the language of the WINDOWS operating system. When a German-language or French-language WINDOWS operating system is used the L-force Loader is started in the corresponding language. Otherwise, the user interface of the L-force Loader is started in English.
