Library L_EATP_ApplicationTemplate: Extension when error messages are reset

Functional description
The new version serves to globally reset the error messages of all machine modules, even if the machine module has been decoupled. Bit L_EATP_GVL.xDisableGlobalErrorReset serves to set this behaviour.
