Extension of SBUS communication by the "SMS_monitored" status bit

Function extension:
The bit indicates the status of the SMS (Safe Maximum Speed) function. If the SMS threshold > 0rpm is parameterized and the limit value is kept, the bit is set. This is exclusively a status bit that signals to a higher-level controller in a safety-oriented manner that the monitoring function is being executed. Due to the fact that status bits for other functions, e.g. SLS, are already implemented, this represents an extension of the existing status bits of the safe communication.
