Setup for GDC full version and update

Which products are affected?
GDC 4.11, GDC 4.11 update

Function description
During installation, it is checked if a GDC 4.x full version is available. If this is the case, GDC is updated. If no GDC full version can be found a dialog box for entering the licence number is indicated.
